The Village of Howard was established in 1959 after evolving from the Town of Duck Creek.
The Brown County Sheriff’s Office served Duck Creek residents, utilizing the general Patrol Division that was provided to townships without cost.  As the population in Howard grew the Howard Board of Directors determined that full time police presence was warranted. In 1972, the Village of Howard and the Brown County Sheriff's Office entered into their first full time police service contract together.  Today, the population has grown to 17,400 and the contract with the Sheriff’s Office provides 24/7 police service. 

The Village of Howard also has three Directed Enforcement Officers. The Patrol Officers respond to calls for service as well as conduct proactive enforcement patrols. The Directed Enforcement Officers use Community Policing Tactics to find long term solutions to quality of life issues in the Village.
