Children's Long Term Support
The Children's Long Term Support Waiver Program provides a range of different services for eligible children, including those with developmental disabilities, severe emotional disturbances, and physical disabilities. Funding can be used to support a range of different services based on an assessment of the needs of the child and his or her family, up until the child reaches age 22..
This Medicaid program provides Federal, State, and Local funding for assessed needs/services for eligible children. In order to be eligible for CLTS Waiver funds, the child must meet both:
- A level of care (determined by the Bureau of Long Term Support), and
- Financial eligibility
If a child is eligible and funds are available, the child will be assigned a Service Coordinator. Your County Service Coordinator will work with your family to develop a plan (Individualized Service Plan) for needed services.
This program does not cover:
- Basic Child Care & Foster Care Services costs (only supplemental costs related to meeting additional needs for the child's disability)
- Experimental or aversive services
- Educationally necessary services under the Individuals with Disabilities Education Act (IDEA)
The State of Wisconsin Department of Health and Human Services CLTS Waiver Program includes a Parental Fee System. This means that families may be assessed a fee based on:
- Family Income
- Family Size
- Individual Service Plan Costs
